There is quite a bit on the complex, in this and other links.
I am unsure what progress is at present - as some information is from 2019.
They were seeking support from the local Council " Nelson " and the Regional Council.
The dirt track appears to be operational according to this photo.

The New Zealand Central Motorsport and Adventure Park is a new venture to be developed near Nelson at the top of the South Island.
With limited adventure and motorsport facilities currently in the area, this development would be of enormous benefit to central New Zealand and the local community. The Resource Consent process has been worked through with a positive outcome, but we need your help to keep the project alive!
An Incorporated Society has been formed to support the later stages of planning and get the project underway, with four levels of membership open to any individual who wishes to be involved.
Members receive regular updates via an account on the website and are entitled to vouchers from supporting business. You could actually redeem more than the cost of your membership.
Once the Park is operational the Incorporated Society will seek to provide concession benefits and privileges for members in the operations of the Park and for admission to events taking place at the Park.
Membership will also give members a licence to access the Park subject to Health and Safety controls and commercial restrictions.
